Case Overview

Struck down the Religious Freedom Restoration Act as applied to the states, holding that Congress's Section 5 power to enforce the Fourteenth Amendment is remedial and that enforcement legislation must show congruence and proportionality to the constitutional violations it targets. Congress may not redefine the substance of constitutional rights; RFRA survives only as against the federal government.
