Orders the full declassification and release of all remaining federal records related to the JFK, RFK, and MLK assassinations. Sets a 15-day deadline for agencies to propose a declassification plan.

Sec. 1 Policy
Directs release of all federal records related to the assassinations of President Kennedy, Senator Kennedy, and Reverend King without delay.
Sec. 2 Declassification Plans
Director of National Intelligence and Attorney General must present within 15 days a plan for full release of Kennedy assassination records and within 45 days a plan for RFK and King records.
Sec. 3 General Provisions
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
