The wood products industry is critical to national security, economic strength, and industrial resilience, including military construction. The United States has an abundance of timber resources more than adequate to meet domestic production needs, but heavy-handed Federal policies have prevented full utilization and made the nation reliant on foreign producers.
Interior and Agriculture Secretaries shall issue new guidance within 30 days on tools to facilitate timber production including Good Neighbor Authority, stewardship contracting, and tribal agreements, and submit legislative proposals to expand authorities. Interior and Commerce Secretaries shall complete strategy within 60 days on Endangered Species Act section 7 consultation to expedite forestry approvals and examine delegating consultation requirements to other agencies.
Executive departments and agencies shall prioritize expedited environmental reviews and permitting for timber and forest management projects, and shall not impose duplicative or unnecessary reviews beyond statutory requirements.
Agencies shall participate in expedited endangered species consultation, prioritize timber projects in consultation, and committee shall meet regularly to resolve conflicts between conservation and forest management objectives.
