Sec. 3 Phased Implementation

Secretary of State and Defense promptly implement NPSM 10, reevaluate MTCR restrictions, and propose congressional notification threshold updates within 60 days.

Sec. 4 Definitions

Defines parallel decision-making, exportability, FMS-only, end-item, foreign defense sales system for order purposes.
