The framing section. States that military spouses are central to readiness and retention and that their frequent moves and deployments justify a federal focus on their quality of life.
Stands up the Commission: the spouse of the Secretary of War chairs it, with an Executive Director and members drawn from the spouses of senior military leaders across the services.
The work section. Directs the Commission to consult military spouses, develop policy on housing, jobs, health, and education, recommend actions to the President, and file annual reports.
The logistics section. Funds the Commission through the Department of War, allows travel reimbursement and subcommittees, and sets a two-year sunset unless extended.
