As Operation Midway Blitz ramped up in the Chicago area in the fall of 2025, the administration moved to deploy National Guard troops to Illinois. Illinois and Chicago sued to stop it. Illinois and Chicago sued to block the federalization and deployment of the National Guard, arguing the President lacked a lawful predicate and that the deployment intruded on state authority. The district court granted a TRO; the Seventh Circuit affirmed the block on October 16, 2025 (No. 25-2798); and the Supreme Court denied the government's emergency stay application on December 23, 2025 (Trump v. Illinois, 25A443), leaving the block in place.
