In June 2025, as ICE raids under Operation at Large set off protests in Los Angeles, President Trump federalized about 2,000 California National Guard troops and later deployed roughly 700 active-duty Marines to protect federal buildings. California sued to stop it. This page tracks the military-deployment fight, which turns on 10 U.S.C. 12406, the Tenth Amendment, and the limits on using military forces in domestic law enforcement, a different legal question from the immigration-enforcement cases tracked under Operation at Large.

Governor Gavin Newsom and California sued to block the federalization of the California National Guard and the Marines deployment, arguing the President lacked a lawful predicate under 10 U.S.C. 12406 and that the deployment violated the Tenth Amendment. Before Judge Charles R. Breyer, the district court ruled the federalization unlawful; the Ninth Circuit handled a series of appeals (Nos. 25-3727, 25-5553, 25-7781), and in December 2025 the government moved to voluntarily dismiss its appeals, which California opposed.
