Parents and young adults should make their own vaccination decisions with accurate COVID-19 risk data. Discretionary Federal funds shall not support educational entities requiring COVID-19 vaccination for in-person attendance.
Establishes definitions for educational service agency, elementary school, institution of higher education, local educational agency, secondary school, and state educational agency.
Secretary of Education shall issue guidelines within reasonable time on legal obligations regarding parental authority, religious freedom, disability accommodations, and equal protection related to coercive COVID-19 mandates. Within 90 days, Secretary with Health and Human Services consultation shall provide plan to end coercive mandates including list of non-compliant entities receiving discretionary Federal grants and process for rescinding Federal funds from non-compliant schools.
