Sec. 1 Purpose

FAR has grown to 2000 plus pages and become excessive bureaucracy; comprehensive reform essential to reduce waste.

Sec. 2 Policy

Creates most agile, effective, efficient procurement system by removing unnecessary regulations.

Sec. 3 Definitions

Defines FAR, Administrator, and Agency for order purposes.

Sec. 4 Reforming the Federal Acquisition Regulation

Administrator amends FAR within 180 days to contain only provisions required by statute or necessary for simplicity, efficacy, or security.

Sec. 5 Aligning Agency Supplements to the FAR

Agencies designate officials within 15 days; OMB issues guidance within 20 days; applies ten-for-one requirement.

Sec. 6 Regulatory Sunset

Administrator considers sunset for non-statutory FAR provisions 4 years after the effective date of the final rule unless renewed.

Sec. 7 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
