Second continuance of the FEMA Review Council, extending the council established by EO 14180 and first continued by EO 14378.

Sec. 1 The Federal Emergency Management Agency Review Council

Continues the FEMA Review Council established by Executive Order 14180 until 10 days after the required report is submitted to the President or May 29, 2026, whichever occurs first.

Sec. 2 Delegation of Presidential Functions

Transfers presidential functions under the Federal Advisory Committee Act for this council to the Secretary of Homeland Security, who must follow established regulations and procedures.

Sec. 3 Superseding Prior Sections

Supersedes sections 1 and 2 of Executive Order 14378.

Sec. 4 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
