Sec. 1 Purpose
Aims to improve accountability and alignment of Federal grants with agency priorities and the national interest.
Sec. 2 Policy
Establishes that Federal grants should be reviewed for consistency with agency priorities and national interests, with appropriate subject-matter expertise involved.
Sec. 3 Strengthening Accountability for Agency Grantmaking
Directs agency heads to designate senior appointees to review grant announcements and discretionary grants, incorporating OMB coordination, subject-matter experts, plain-language requirements, and interagency coordination.
