Order commences transformation in Federal spending on contracts, grants, and loans to ensure transparency and accountability to American public.
Establishes definitions including Administrator, Agency, Agency Head, covered contracts and grants, and DOGE Team Lead.
Each Agency Head shall build centralized system to record every payment under covered contracts and grants with written justification; system shall allow pausing and reviewing payments lacking justification. Agencies shall require justification prior to payment approval and post justifications publicly to maximum extent permitted. Agency Heads shall review all existing covered contracts and grants for waste and terminate or modify to reduce spending, prioritizing educational institutions and foreign entities.
Order does not apply to law enforcement, border enforcement components, military, other exempted agencies or contracts, or classified information systems.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
