Continues the White House HBCU Initiative.

Sec. 1 Purpose

HBCUs remain integral to American education, providing pathways to prosperity and cultivating tomorrow's leaders.

Sec. 2 Policy

Supports HBCUs in advancing full potential, fostering opportunities, providing quality education, and ensuring competitiveness.

Sec. 3 White House Initiative on HBCUs

Establishes Initiative housed in Executive Office of President with two primary missions: increasing private sector role and enhancing HBCU service capacity.

Sec. 4 President's Board of Advisors on HBCUs

Establishes Board with representatives from philanthropy, education, business, and current HBCU presidents.

Sec. 5 Accountability and Implementation

Executive Director shall submit annual progress report to President summarizing federal impact and providing recommendations.

Sec. 6 Revocations

Revokes EO 14041; Administrator shall terminate EPA's HBCU and MSI Advisory Council within 14 days.

Sec. 7 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
