Provides additional federal resources to state and local law enforcement and directs the Attorney General to create a mechanism providing legal defense and indemnification to officers who incur liability for actions taken in the performance of their official duties.

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
