Directs HHS and other agencies to modernize the foster care and child welfare system and to strengthen support for foster families and children in or transitioning out of out-of-home care, including expanded partnerships with faith-based organizations.

Sec. 2 Modernizing the Child Welfare System

Directs HHS to modernize child welfare systems by improving coordination between federal and state agencies and implementing best practices in foster care.

Sec. 3 Fostering the Future. The Secretary of Health

Instructs HHS, Education, and other agencies to strengthen support for foster families and children in out-of-home care through expanded programs and resources.

Sec. 4 Maximizing Partnerships with Americans of

Directs HHS to work with faith-based organizations to reduce barriers in federally-funded child welfare programs and expand faith-based foster care partnerships.

Sec. 5 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
