Sec. 1 Purpose and Policy

Celebrates INDYCAR racing heritage and announces the Freedom 250 Grand Prix in Washington, D.C., as the first motor race to be held in the nation's capital near the National Mall.

Sec. 2 Designating the Race Route

Directs the Secretaries of Interior and Transportation to designate an INDYCAR-suitable route through Washington, D.C., within 14 days to showcase the capital and celebrate America's 250th anniversary.

Sec. 3 Permits and Approvals

Directs Interior and Transportation to expedite issuance of permits and authorizations, including designating the race as a special event under CFR regulations, facilitating aerial photography, and ensuring proper road and bridge maintenance.

Sec. 4 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
