Protecting the American People Against Invasion

Declares that the southern border is under invasion and directs comprehensive enforcement of immigration laws and interior removal of removable aliens.

Makes it the policy to secure the border, enforce immigration laws, and remove aliens unlawfully in the U.S., with particular attention to public safety threats.

Directs Secretary of DHS to use all available resources and authority to enforce immigration laws and expedite removals.

Prioritizes enforcement against criminals, gang members, human traffickers, and those who entered unlawfully after January 1, 2023.

Requires the Attorney General to coordinate with the Secretaries of State and Homeland Security on prioritizing prosecution of criminal offenses tied to unauthorized entry or unlawful presence in the United States.

Directs the Attorney General and Homeland Security to jointly establish Homeland Security Task Forces in every state, drawing in other federal law enforcement agencies and state and local partners to coordinate immigration enforcement.

Directs DHS to announce obligations of unregistered aliens to register and ensure compliance is treated as a civil and criminal priority.

Directs DHS to assess and collect all authorized fines and penalties from aliens unlawfully present and those who facilitate their presence.

Directs DHS to apply expedited removal provisions and use other immigration law authorities to ensure efficient and expedited removal.

Directs DHS to allocate resources and establish contracts to detain removable aliens pending removal proceedings.

Directs DHS to maximize use of section 287(g) agreements authorizing state and local law enforcement to perform immigration officer functions.

Directs DHS to adopt policies encouraging aliens unlawfully in the U.S. to voluntarily depart, including enhanced use of departure provisions.

Directs State and DHS to implement sanctions under immigration law against countries refusing to accept nationals for removal.

Directs Treasury, State, and DHS to establish a system to administer visa bonds.

Directs DHS/ICE to reestablish an office providing services to victims of crimes committed by removable aliens.

Directs State, DOJ, and DHS to rescind previous administration policy decisions that led to increased presence of illegal aliens and restore restrictive parole, TPS, and employment authorization policies.

Directs AG and DHS to evaluate and take lawful actions to ensure sanctuary jurisdictions do not receive federal funds.

Requires Homeland Security to issue guidance ensuring personnel share immigration status information with state and local governments as authorized by law, and directs federal agencies to take action against trafficking and smuggling of migrant children.

Directs the Attorney General and Homeland Security to review all federal grants and contracts to non-governmental organizations serving migrants without legal status, pausing further funds pending audit results to ensure no waste, fraud, or abuse.

Directs OMB to ensure all agencies identify and stop provision of public benefits to illegal aliens not authorized to receive them.

Directs CBP and ICE to significantly increase the number of immigration agents and officers subject to appropriations.

Standard severability clause: if a court strikes any provision, the rest stands. If any provision fails due to procedural requirements, officials shall implement those procedures to conform with law.

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
