Sec. 1 National Emergency Declaration
Mexico's failure to intercept drug trafficking organizations and traffickers poses an emergency; 25% tariffs on Mexican articles are imposed.
Sec. 2 Tariff Rate and Conditions
All Mexican articles are subject to a 25% additional duty effective Feb 4, 2025; goods loaded before Feb 1 are exempted.
Sec. 3 Monitoring and Conditions for Removal
DHS consults with State, DOJ, and White House on Mexico's actions; upon determination of sufficient cooperation, tariffs are removed.
Sec. 4 Delegation of Authority
DHS is authorized to implement via IEEPA and take all necessary actions.
Sec. 5 Congressional Reporting
DHS coordinates reporting to Congress on the national emergency under IEEPA.
