Revises section 2 of EO 14324 to eliminate the duty-free exemption for all shipments regardless of value, requiring duties on all non-postal items and applying specified postal duty rates.
Requires carriers to collect duties at rates from the February 20, 2026 proclamation on postal shipments and establishes procedures for country-of-origin and value declaration to CBP.
Strikes section 5 of EO 14324 and renumbers sections 6 and 7 as 5 and 6.
Sets the effective date as February 24, 2026, and directs CBP to issue implementing guidance for entry procedures and duty collection.
