Modifies tariff treatment of Russian imports.

Sec. 1 Background

References prior national emergencies declared regarding Russia and Ukraine, noting India's prior 25 percent tariff and India's commitment to stop purchasing Russian oil.

Sec. 2 Tariff Modifications

Terminates the 25 percent ad valorem duty on Indian products effective February 7, 2026, and directs CBP to process refunds for duties already collected.

Sec. 3 Implementation

Authorizes the Secretary of State to implement the order through regulatory action, rulemaking, and use of IEEPA powers in coordination with other agencies.

Sec. 4 Monitoring and Recommendations

Directs the Secretary of Commerce to monitor whether India resumes purchasing Russian oil and recommend reimposition of tariffs if violations are detected.

Sec. 5 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
