What each section does, and how they differ.
Automotive production is major U.S. employment and innovation source. American automotive industry trades substantial volumes of parts across borders to bring supply chains closer to North America. Tariffs on Mexican articles require adjustment to minimize disruption to U.S. automotive industry and workers.
Articles that qualify to enter duty-free as goods of Mexico under general note 11 of the Harmonized Tariff Schedule (the USMCA) are not subject to the additional 25 percent duty on Mexican imports. The additional rate of duty on potash not qualifying under general note 11 (USMCA) is reduced to 10 percent. Modifications effective March 7, 2025.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
