Creates a National Energy Dominance Council within the White House to coordinate all federal energy policy and maximize domestic energy production.

Sec. 1 Purpose

Establish a council to advise the President on maximizing energy production across all sectors.

Sec. 2 Establishment

The National Energy Dominance Council is established in the Executive Office of the President.

Sec. 3 Membership

The Council comprises the Secretary of Interior as Chair, Secretary of Energy as Vice Chair, and 16 other cabinet officials and White House advisors.

Sec. 4 Functions

The Council advises on energy policy, permitting, production, distribution, and exports, and recommends a National Energy Dominance Strategy.

Sec. 5 Administration

The Council receives staff support from agencies as requested by the Chair.

Sec. 6 Representation on the National Security Council

The Secretary of Interior, as Council Chair, serves as a standing member of the National Security Council.

Sec. 7 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
