Directs federal action to advance research into medical marijuana and cannabidiol products while streamlining regulatory pathways for patient access.

Sec. 2 Rescheduling Medical Marijuana and Improving Access to Cannabidiol Products

Directs the Attorney General to complete rescheduling of marijuana to Schedule III, and authorizes development of regulatory framework for hemp-derived cannabinoid products with research guidance on THC limits and CBD-to-THC ratios.

Sec. 3 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
