Directs DOE to modernize its nuclear reactor testing infrastructure and increase support for advanced reactor development.

Sec. 1 Purpose

Reforms Department of Energy processes for advanced reactor testing to accelerate deployment timelines.

Sec. 2 Policy

DoE shall expedite review and approval of test reactors while maintaining safety and security standards.

Sec. 3 Expedited Reactor Testing

DoE to establish dedicated review teams for qualified test reactors with 2-year operational target from application submission.

Sec. 4 Reforming the National Laboratory Process for Reactor Testing

Energy Secretary to issue guidance on qualified reactors within 60 days; revise procedures to expedite review and deployment.

Sec. 5 Establishing a Pilot Program Outside the National Laboratories

Energy Secretary to approve at least three reactor pilot projects with goal of criticality by July 4, 2026.

Sec. 6 Streamlining Environmental Reviews

Energy Secretary to reform NEPA compliance and eliminate unnecessary environmental reviews for reactor authorizations by June 30, 2025.
