Directs a national strategy to rebuild the domestic nuclear supply chain, including uranium enrichment, fuel fabrication, and component manufacturing.

Sec. 1 Purpose

Advances domestic nuclear energy capacity and fuel cycle management to support national security and clean energy goals.

Sec. 2 Policy

Federal government shall prioritize nuclear energy development, supply chain security, and spent fuel management.

Sec. 3 Strengthening the Domestic Nuclear Fuel Cycle

Energy Secretary to submit report within 240 days with national policy on spent fuel management, advanced fuel cycles, and reprocessing recommendations.

Sec. 4 Funding for Restart, Completion, Uprate, or Construction of Nuclear Plants

Directs the Department of Energy to facilitate 5 gigawatts of power uprates to existing reactors and to have 10 new large reactors with complete designs under construction by 2030, and to prioritize restarting closed plants, including for military microgrid support.

Sec. 5 Expanding Nuclear Energy Workforce

Agencies to develop strategies for nuclear engineering careers and workforce development.
