Routine order providing for the closing of federal offices for the Christmas holiday period.

Sec. 1 Federal Closure on December 24, 2025

Closes all executive departments and agencies and excuses employees from duty on Wednesday, December 24, 2025, the day before Christmas.

Sec. 2 Federal Closure on December 26, 2025

Closes all executive departments and agencies and excuses employees from duty on Friday, December 26, 2025, the day after Christmas.

Sec. 3 Discretionary Openings for National Security

Allows agency heads to determine which offices and installations must remain open and which employees must report due to national security, defense, or other public need.

Sec. 4 Pay and Leave Treatment

Designates both December 24 and 26 as falling within the scope of Executive Order 11582 and applicable federal pay and leave statutes for purposes of compensation.

Sec. 5 Implementation

Directs the Director of the Office of Personnel Management to take actions necessary to implement the order.

Sec. 6 General Provisions

Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
