Eliminates non-statutory components and reduces statutory functions of seven agencies to minimum levels: Federal Mediation and Conciliation Service, U.S. Agency for Global Media, Woodrow Wilson International Center for Scholars, Institute of Museum and Library Services, U.S. Interagency Council on Homelessness, Community Development Financial Institutions Fund, and Minority Business Development Agency. Requires compliance reports within 7 days and rejects inconsistent budget requests.
Standard boilerplate: preserves existing agency authority, conditions the order on appropriations, and creates no enforceable private rights.
